Privacy & Data Governance

Commitment to Civic Privacy

High Street Spaces operates on a foundational principle of Privacy by Design. Our mission is to measure civic vitality, pedestrian dwell, and high-street economic trends without monitoring, profiling, or cataloguing individual citizens.

We replace passive surveillance with conscious engagement, equipping local authorities and town centre partnerships with legally defensible evidence while completely eliminating municipal GDPR liabilities.

Clear Standards: What We Notice & Ignore

Our platform functions exclusively through conscious, citizen-initiated interaction with physical High Street Spaces civic anchors.

What We Notice What We Strictly Ignore
Aggregated high-street vitality patterns and corridor footfall trends. Individual identities, legal names, home addresses, or demographic markers.
Anonymised dwell periods and engagement levels within independent retail zones. Personal contact details, including telephone numbers and email addresses.
Temporal demand shifts (such as peak engagement hours across high-street corridors). Device hardware identifiers, persistent device fingerprints, or advertising IDs.
Nothing else. Passive location tracking, background beaconing, or automated network scraping.

The Opt-In Engagement Model

  • 100% Citizen-Initiated

Pedestrians interact with physical civic anchors entirely at their own discretion. There is no automated, passive, or covert data capture in the public realm.

  • No Account Creation or App Installation

Citizens do not need to download software, grant device permissions, or create personal profiles to participate in local regeneration incentives.

  • Ephemeral Dwell Measurement (60-Second Active Session)

To accurately confirm dwell time at independent locations, the platform uses a temporary, functional local session timer on the citizen's own device storage. It contains zero personal identifiers, requires no tracking cookies, and is automatically cleared upon completion.

  • Zero Commercial Tracking

We do not deploy third-party advertising cookies, cross-domain trackers, or marketing pixels designed to follow citizens across the wider web.

  • No Cross-Domain Profiling

Interaction data is never matched with external commercial credit data, social media graphs, or digital marketing platforms.

UK GDPR & Data Protection Act 2018 Exemption: Because High Street Spaces processes no Personally Identifiable Information (PII), our civic intelligence datasets fall outside the scope of personal data processing. Local authorities incur zero subject access request (SAR) obligations or data protection liabilities.

Governance & Verification

All analytics delivered to regeneration teams, economic development officers, and planning departments are strictly aggregated. No individual interaction can be isolated or reverse-engineered.

Local authority DPOs, Information Governance leads, or members of the public seeking technical verification of our privacy framework may contact our governance desk directly.
